There were several Russells, and even few Thomas' among them. Thomas Russell in Liverpoll was one of the well known. The company existed as Thomas Russell & Son, Liverpool from 1848 to 1902, and contiued from 1903 as Russell Ltd. Liverpool. There was a company with the same name in London, but the literature gives no cross connection. Anyway, watches are existing with the signature "Thomas Russell, Liverpool, London".
